The four levels, and the number that matters more

  • Level I (Normal). Background activity. No restriction beyond the ordinary rules of the site.
  • Level II (Waspada). Activity above background. Usually a modest exclusion radius around the crater, which typically affects summit and crater-rim access and nothing else.
  • Level III (Siaga). A significant escalation. The radius widens and access to the mountain is normally closed; surrounding towns and the wider region generally continue to operate.
  • Level IV (Awas). The highest level. Evacuation of defined zones, and no tourism question left to answer on that mountain.
  • The radius is the operational fact, not the level. A level tells you the trend; the recommended exclusion radius published with it tells you which kilometre of ground is closed. An itinerary sitting outside that radius is usually unaffected, and saying so accurately is far more useful to a client than repeating a headline.

Ash is a different problem from the mountain

It is an aviation question

A plume drifting with the wind can disrupt flights hundreds of kilometres from a volcano that is causing no danger at all on the ground. Advisories are issued by the regional volcanic ash advisory centre, and each airline then makes its own decision. That is why two carriers can take different views of the same morning.

Bali concentrates the risk

Bali's international traffic runs through a single main airport, so an ash closure there does not have a convenient alternative a short drive away. The realistic contingencies are waiting, re-routing through another Indonesian gateway, or a surface move — and which of those is possible depends on the group's size, tickets and remaining time.

Closures are short and they are repeated

Airports typically close and reopen as conditions shift rather than closing for a defined period. Planning for a single long outage is the wrong shape; planning for several short ones, with a group whose onward connections have some slack in them, is the right one.

Check the insurance wording before, not after

Many policies treat a hazard already publicly announced as a known event, which changes what is covered from the moment the announcement is made. If a client is buying cover for a trip to a region already in the news, the wording needs reading at the time of sale.

How to build an itinerary that survives it

  • Put the volcano days early. A sunrise viewpoint or a crater walk placed on day two can be repeated later in the trip if the weather or the alert level takes it away. The same activity on the final morning has no second chance.
  • Have the substitute chosen in advance. Every volcano day should have a named alternative of comparable quality that the ground team can switch to without a phone call to head office — not a vague promise of flexibility.
  • Distinguish the viewpoint from the crater. Many of the best-known images are taken from a neighbouring ridge, not from the rim. When a crater closes, the viewpoint version of the same day often stays open, and it is worth knowing which is which before you promise either.
  • Respect the national park calendars. Trekking routes carry their own seasonal closures and quota systems set by the park authorities, independent of any alert level. Confirm the current dates with the park rather than assuming last year's.
  • Brief altitude and cold honestly. Pre-dawn starts at altitude are cold, and the physical demand of a crater walk is routinely understated in brochures. Clients who arrive prepared complain less than clients who arrive surprised.
  • Write the change policy into the quotation. What happens if the mountain closes should be agreed in writing before departure, not negotiated at 3 a.m. at a park gate.

Where to check, and when

Alert levels are set and published by the government's Geological Agency, and MAGMA Indonesia is its public channel; the relevant national park publishes access and closure decisions for the routes on its own mountain, and the airlines decide on flights. Those are four different authorities and they do not always say the same thing on the same morning, which is exactly why a single news headline is a poor basis for cancelling a trip. Check the level and the radius at booking, again a week out, and again the day before the volcano day.
